Study loan meant for covering tuition fees at accredited higher education establishments ("tertiary institutions") in Latvia.

If you're matriculated at a Latvian higher education institution in an accredited and licenced study programme and have signed a contract with the educational establishment, apply for a state-guaranteed study loan:

  • The loan can be applied for by students enrolled in both full-time and part-time study programmes.
  • Guarantee by a private individual is not required
  • The amount of the study loan will not exceed the higher education institution's tuition fee
  • Can be granted for acquiring one study programme at a time
  • The loan amount is transferred to the account of the educational establishment two times a year

The guarantee (state surety) is provided by the financial institution ALTUM.

Applicable Cabinet Regulations No. 231
Neither the principal amount, nor interest are payable during studies (including breaks from studies lasting up to 731 day) and for 11 months after completion of studies.

Payment for the first semester will be made within 3-5 days after signing the loan agreement. Transfers for the next semesters will take place two times a year (in September and March).

Student loan meant for covering the day-to-day needs of the student.

If you're matriculated at a Latvian higher education institution in an accredited and licenced study programme and have signed a contract with the educational establishment, apply for a state-guaranteed student loan:

  • The loan can be applied for by students enrolled in both full-time and part-time study programmes.
  • Guarantee by a private individual is not required
  • The maximum amount of loan for one student per month is 350 euros
  • Only one student loan may be granted during acquisition of one study programme at a time
  • Student loan transferred to the borrower's bank account 10 months a year (except July and August) on a monthly basis (on the 15th date)

The guarantee (state surety) is provided by the financial institution ALTUM.

Only interest on the loan is payable during studies if the break from studies has not been longer than 731 day.

The student loan will be disbursed to the student’s account on the 15th day of each month, except July and August.

  • The loan must be repaid within 10 years as from the day of starting repayment of the loan if the loan amount does not exceed 20,000 EUR on the first day of repayment of the loan. If the loan amount is more than EUR 20,000 upon starting repayment of the loan, then the loan is repayable within 15 years as from commencement of loan repayment.
  • Repayment of the loan is due from the 12th month after the completion of studies or from the 3rd month after discontinuation of studies.
  • Payment of interest on the loan is due from the 12th month after the completion of studies or from the next month after discontinuation of studies.
  • Payment of interest on the student loan is due from the next month after receiving the first portion of the loan amount.
  • Monthly payments for the loan are debited automatically from the specified Swedbank account.
  • Loan disbursement stops during break from studies.
  • Loan disbursement is resumed after break from studies if the borrower continues the studies and the break does not exceed 731 calendar day and the borrower's application to resume loan disbursement is received.
  • If the break from studies exceeds 731 calendar day but the student has not been deregistered ("exmatriculated") without a diploma, the borrower will have to start paying interest on the study loan and start repaying the principal amount of the study loan and student loan from the next calendar month after the 732nd day arrives.

Yes, the repayment can be made sooner than scheduled. No fee will be charged for that. The minimum amount to be repaid sooner is 150 EUR and the repaid amount will proportionally reduce the monthly payment. To make an early repayment, the customer needs to write message/make an application to the bank via Internet Banking or at branch, specifying the amount of repayment, the agreement reference number and the account number.

If the repayment is made partially, then the monthly payment will be reduced proportionally. If the customer wishes to reduce the repayment period (not the monthly payment), then this is treated as amendments to the schedule for which a fee is charged.

After termination of studies, the bank will see up-to-date information in VIIS and draw up a repayment schedule for repayment of the loan disbursed. There’s no need for to separately inform the bank. The bank will send information about drawing up the schedule in an Internet Banking message. Please keep an eye on Internet Banking messages from the bank.

After enrolling at a higher education institution, fill out an application via Internet Banking or book a visit to a branch office.

  1. After receiving your application, we will verify the information provided by the school on the State Education Information System. The time necessary to obtain this information depends on the information updates provided by the school and this can take up to 10 days.
  2. After receiving the loan application, we will evaluate your credit history and solvency.
  3. We will notify our decision over the phone and will arrange the next steps.
  4. The agreement can be signed via Internet Banking or at branch. New lending transactions may be concluded via Internet Banking between 7 AM and 10 PM. Automated aggregation and registration of data on transactions concluded during the day takes place after 10 PM and, pursuant to the Consumer Rights Protection Law, it is prohibited to enter into consumer lending contracts during night time until 7 AM.
  5. We will transfer money to the educational establishment after signing the study loan agreement.

Before signing your contract with the higher education institution, carefully read the terms and conditions of the study contract to avoid incurring unexpected expenses in case we're unable to grant you the loan.

Once you’ve enrolled in a university, fill out the application form via Internet Banking or the mobile app. You may be required to provide additional documents. If so, we’ll get in touch with you and agree on the next steps. You need to be a customer of our bank to fill out the application. If you’re not our customer yet, you can become one by applying here.

After we’ve received your application, we’ll check the information provided by the university regarding you in the State Educational Information System (VIIS). This process may take up to 10 days and depends on when the university updates the information. Once the information is available in VIIS, the application will be reviewed within 5 business days. After that we’ll let you know about the decision on granting the loan. If the beginning of studies (the enrolment date) is only to come, you’ll be able to enter into the loan agreement with the bank no sooner than on the enrolment date.

We will proceed with reviewing the application when the information entered by the university appears in the State Educational Information System (VIIS). There’s no need to additionally inform the bank.

Go to the website Latvija.lv. In the search field, enter “Mani dati izglītības reģistros” (“My data in education registers”) and request this e-service.

Yes, both the study loan and the student loan can be applied for after the first semester, too.

This information will be updated by the university in the VIIS system. Once this information is available in the VIIS system, the bank will stop disbursement of the loan funds to the university for the semester which is covered out of the state budget. Disbursement of the study loan will be resumed if information in the VIIS is updated, indicating that tuition fee is payable for the studies. There’s no need for the student to separately inform the bank.

The student needs to be identified and registered in the bank's systems in order to be able to conclude the agreement. Moreover, interest payments and principal repayments will take place automatically from the customer’s account. That’s why opening an account is mandatory requirement for receiving the study/student loan.

The agreement may be signed both on the Internet Banking site and at any branch of the bank.

Log in to Swedbank Internet Banking, click on the section “Payments, accounts” > “Document signing”.

  • The interest rate is 3.5% per annum + 6-month Euribor but not less than 0%
  • According to the Cabinet Regulations, if the interest rate on the loan is higher than 5% per annum during the period in which the borrower themselves pays the interest on the study loan or student loan, then the borrower shall pay 5% per annum. The difference between the rates is covered out of the state budget. For borrowers who are removed from the list of students (exmatriculated) without a diploma, the difference in interest rates, in case of exceeding 5%, will not be covered out of the state budget.
  • No loan document processing fee
  • You are free to choose the repayment date from 1st to 28th date of the month
  • You are at least 18 years of age.
  • You have good credit history - if you have experience with loan commitments and the existing payments (incl. loan payments) are made without delays.
  • You may not have any commitments or indebtedness which, in the opinion of the credit institution, could make it difficult for you as a student to assume obligations or repay the loan.
  • According to the Cabinet Regulations, information about studies is checked in the State Education Information System (VIIS).

The loan is available to citizens and non-citizens of Latvia, as well as EU/EEA citizens and permanent inhabitants of the European Community holding a valid residence permit for studying in study programmes of accredited and licenced higher education institutions of Latvia - for bachelor, master, doctor degree and first level professional higher education programme students.

If the borrower gets the status of an unemployed person, the principal repayments on both the study loan and the student loan are deferred for the time of unemployment but not more than 12 months.

If the borrower consecutively continues studying in an accredited programme, deferral of repayment of the study loan principal is continued (provided that the break between studies does not exceed 11 months).

All in all, the repayment commencement period for all study loans may not exceed 10 years from the moment of concluding the first agreement for a study loan guaranteed by ALTUM guarantee.

If a child is born (including adoption of a child) to the borrower during studies or after graduation from higher education institution, the state will repay 30% of the outstanding balance of the borrower's student loan as of the date of submitting the borrower's loan discharge application for each child after the borrower has completed the studies. If both parents are borrowers, the condition applies to both parents.

What should one know when submitting student references?

A student reference is a document submitted by the student to the bank in order to substantiate amendments necessary in the loan agreement, such as postponement of loan repayment for a set period of time.

Student references must contain the following details:

  • The full name and registration number of the organization issuing the reference (higher education establishment / company)
  • Document preparation date
  • Document author's signature and the name printed
  • Student identification data - forename, surname, identity number (for references issued abroad - forename, surname, birth data)
  • Organization's stamp (not mandatory for references issued abroad)

Student references may be submitted in the following ways:

Electronically:

  1. By e-mailing the scanned original of the student reference to open@swedbank.lv or info@swedbank.lv the document must be easily legible;
  2. By sending the bank a message on the Internet Banking site about the changes required in the Study Loan Agreement.

At branch:

  1. Amendments application
  2. Original student reference
